You need to fill out the cPanel username in the form for verification.

It's not on x10hosting's end. There have been a few other support threads about this. Co.cc has apparently blocked x10hosting's nameservers. You'll need to discuss this this with co.cc.

When you login to your account panel http://x10hosting.com/control, follow the links there to create your hosting account. Those links should take you to the sign up page.
