Database Error: Unable to connect to the database:Could not connect to MySQL

I could use some help identifying the problem. This is occuring alot and then disappears.
Today I am getting "Error connecting to database" message.

Earlier there were intermittant messages of 404, but upon reload or wait or ? then the site would appear. No other messages just the 404 page primarily.
