what can i do to fix this

Please try using an Internet connection and not a mobile internet connection.

I assume by what you said - we (users) that have only a 'cell phone provider' (hot spot) Internet connection - can no longer use - or have access to - our x10hosting's free-hosing account

If you would be talking about something like a dongle then yes, it could go under that.
Do note that not all mobile ISP providers are blocked.

BUT
I just logged into my account while using my Sprint mobile hotspot (i.e. cell phone)
