Is Turkey banned from accessing my x10hosting site?

I have a friend in Turkey who would like to see my site, but he was not able to access it when he tried

I can't find any proxies based in Turkey that I could use to test my site

Does anyone know if Turkey is banned from accessing x10hosting-hosted sites?

We don't block access to your site from individual countries. We do block access to known spamming IPs, though. What error was your friend receiving?

It may be worth pointing out that with all of the political goings-on for the last little while, Turkey has been blocking various things itself at the ISP/telecom level, so that might be worth looking at as well.
