I want to know which CMS has an ability to combine with phpBB3, i want both of them to have the same user database.

Have a look at Joomla. I believe there is a bridge for PHPBB that will allow single sign-ons, as well as templating tools for look and feel.

I know there's a bridge from Joomla to phpBB, but not sure for phpBB3.
Have you check on http://extensions.joomla.org/ ?
