I'm having a trouble finding which permissions must I use for my css file. Can you people tell me which option is the best? 777? 555? or any others?

Well, it doesn't need to be written to, so not 666, only read, so 644.
Unless of course you're using like a script that lets you edit themes with the CSS and such. If that's the case then it needs to be 666, otherwise if you just have a site and you made a CSS for it, it just needs to be like any other file (644)
