When I click the download link, this is what I get:

It's an internet 404 meaning the site is down or no longer exists, though I wish my japanese was better. I'd LOVE to be able to translate that.
I think it's saying that either you typed in the wrong address, or the site is not available. It also apparently gives the basic Microsoft stuff you could get at any engilsh sites that don't exist anymore XD.
