How to replace the 404 not found page

While I am waiting for the server my site is on to be restored is there a way to replace the 404 not found page that everyone gets when they try to goto my site with a message something like this...

"This site is experiencing some technical difficulties and will be back online soon.

That way they will know my site is not gone forever and will be coming back.

I tried to edit the 404 error page in the web control panel but it does not work, just shows path does not exist.

That would likely be due to your public_html missing.
I could perhaps create a new one, with proper permissions, and you could set a simple index.html file in there, however once they get to your account anything you put in is likely to be overwritten by the restore process.

I should have paid attention to the File structures, I have created the public_html folder and put in the html that shows them message i wanted now.

Thanks for the help.
