localhost not working

I cdid as requested and changed my webconfig file to reference 'localhost' and now I get

Code: 
[B]Server Error in '/' Application[/B]

[B]Connection refused[/B]

 Description: HTTP 500. Error processing request.
 Stack Trace: 
 System.Net.Sockets.SocketException: Connection refused
  at System.Net.Sockets.Socket.Connect (System.Net.EndPoint remoteEP) [0x00000] in <filename unknown>:0 
  at System.Net.Sockets.Socket+Worker.Connect () [0x00000] in <filename unknown>:0

I should point out that I am using asp.net and am on chopin.

Any hints, clues or absolute answers would be greatly appreciated.
