I created the database and assigned the user with full permissions but when I try to connect I get an error saying the user does not have permission to alter, create, etc. even though those permission were given. Could you help me out with this please?

Note: I did use the cpanel username and the correct database name and password.

Don't use your cPanel username ad your MySQL username - use the name of the user you made in cPanel. Make sure the two accounts are linked and have all privileges assigned to them both and you should be okay. If you have correctly assigned all privileges to that database user and are using the right username and password, you wouldn't be getting those errors ;).
