Hello, there is no way we will allow a user to just have it for the hell of it.

We asked you nicely for a simple reason, in my experience, if you were going to use V3 for the good of your website, you would tell us a reason, to me it sounds like you are trying to do something sneaky.

We cannot approve it unless you specify a reason for it.
