you can never really know whether a CMS is safe.. But the CMS's which are up to date are probably safe.. If you are looking a really nice CMS try Mambo.. For your blog try WordPress..

Nothing is safe on the internet, or on your computer for that matter, these days. Most CMS' do provide regular security updates that you should install to make sure that you're site is safe from hackers on the net.
