how do you get webmail for someone outside of the admin email account?

Control Panel>Mail> Manage/Add/Remove Accounts .. is that what your looking for?

no. the person the account is for cant read his mail on the web and he doesnt like using email clients.

He needs to be able to login to webmail and read his messages

I know there is a url you can use to access one of the mail programs in your account, but I forgot how the link looks like.
