If the server is not responding, it is possible that your ISP is blocking the connection. The first thing to try is a traceroute from http://network-tools.com . (iptools.com sometimes does not work.) If that works, the server is ping-able.
Next, try traceroute (tracert) from the command line of your local comupter. If that is not successful, the last host that is pingable is the one owned by the blocking company (probably your internet provider.) If your ISP is blocking your web site, you need to talk to your ISP, not x10hosting.com.
You can verify that your web site is working by using a proxy server. Don't log into your c-panel with a proxy server you don't trust. They can reap your passwords and see your traffic. You need to pay for a VPN if you want to work around your ISP's blocking rules.
Of course, this means that everyone who uses the same ISP as you will be blocked. NOT COOL.
