What is the exact message it shows you? There is security scripts running to prevent SQLi and other attacks so certain ip ranges are blocked also as they may come up as proxy or public wireless ranges to prevent abuse.

phpMyAdmin - Error #1130 - Host 'int.chopin.x10hosting.com' is not allowed to connect to this MySQL server This was generated in PHP MyAdmin when I was importing tables in to my database. In cPanel under Remote MySQL that host is one of the allowed hosts to connect.
