Does this happen often? Also does it happen often with paid hosts, because if so I cant host here. Sorry if I sound rude but I've had experience with slow paid hosting and I can't stand it!

I keep getting service temporarily unavailable error and my loading times are slow as hell! it takes about 2 minutes to load a page! What's happening, how can i fix it, and is there some maintenance going on? Also I'm probably buying a paid hosting package soon but now i'm not so sure because I...
