I am on the stoli server and i cannot do anything in cpanel. It is so slow. When i click fantastico it wont even load please help!

I cannot install joomla 1.5 in fastastico de luxe because of some files and folders in my public_html. When i go to delete them them just reappear again. Please may you empty my public_html so that i can install joomla 1.5
