how do i go about adding the add i have to in joomla?

how do i add a website that i created in Microsoft Expression Web 2 or such programs as Fronpage? do i just add the files or do i need to add a program to make it work?

Your admin has not created a cPAddons configuration yet. Please contact them and ask them to do so. how do i do this?
