i cant login to postsql through phppgadmin i am using the same credentials as my cpanel a/c it says login failed. moreover i cant create a database through the wizard it says the server is offline.

i have been allowed 4 mysql databases to work on.. and the main page of cpanel page also says so.. but when i try to crate a 3rd database on the mysql page it displays a red warning that i have exceeded the total no. of databases allowed.
