How can I refer to my MYSQL databases from an outside source?

I use mine for a web-design portfolio, X10 hosting is the easy and simple solution to that. In the future, I plan to upgrade to paid hosting, and use a CMS(The Secretary), Forum(PhPBB), and Blog(Wordpress).

Would it violate my TOS using free hosting to provide paid hosting to people? If yes, would it violate it to provide free hosting? Am I violating the TOS by providing hosting services whatsoever?
