Is apache currently set to not redirect to the account public html folder?

I've dug all around and to no avail have been able to find out while my site is down. The address is: http://www.ssdworm.exofire.net I can't even get the page to load to login to CPanel. From what it looks like, some servers are offline right now due to the addition of a new one. Anyone...
