Firewall is off. Can access port 2082 through Hostgator (I am admin for a friends forum), so it doesn't seem to be that. Also, double checked my router settings, and I have no ports blocked currently, and still can't access cpanel.

After I asked to be put on intermidate PHP, I lost access to my cpanel, site and ftp. Thought maybe it was an issue with the upgrade, but my account information shows that everything is up and running. I know it was working, as I've been adding to it today.
