    In file manager I only can see the files of my Public_html directory. PHP.ini should be in root folder.

    There isn't "software and services" section in my cpanel, only "my websites", "domains", "email accounts", "databases", "upgrades" and "support". And none of them have any option to set PHP version. I use a free account.
