They just need to submit a ticket and the limit will be lifted for them. If they're already over they will not be able to upload anymore until the limit is lifted or they remove enough files to fall below the limit.

This should be resolved across both servers that have had maintenance completed. Also, I suggest you check status.x10hosting.com, there were many announcements posted.

We can't email that many users, it takes over a day to email everyone never mind the issues with sending that many emails. I would suggest subscribing to the RSS feed on the status site.
