My website has been down for three days. At the first day, every time I refresh it, I can only see error 500 and "site not available". Then for the next 2 days, my website is completely down. Is it because the server is down?

I can't delete my files! I tried using File manager, FTP, but it doesn't work. Whenever I delete it, when I refresh it, the file appears again.
