Did both. Permissions are at 777 and there is no .htaccess in the directory preventing any execution.

All files and folders are CHMODed to 777 to avoid any permission questions. Forgive me for sounding ignorant, but I don't understand why I would need to upgrade PHP if this is for Perl?
