If "there is no account attached to that domain" and "The account is NOT active", how come I can't set up a new account using that domain/account id?

I'm confused by this: when I entered the old elementfx.com domain name [http://hhkcc.elementfx.com/], I got the "web site coming soon" message. When I clicked the portal link, I was immediately taken to the profile screen with the domain name etc and the "access c panel" button. C Panel throws...
