Could be a problem with permissions. Files should be set at 0644 and directories to 0755. Also, there could be a problem with .htaccess file.

Delete everything, leaving a blank file. This will remove the redirect from the top level to the forums subdirectory. After saving .htaccess, clear your browser cache and history before testing the results.
