Must it only be Filezilla. Are there no other FTP programs out there...

I tried logging on to my website, but the page wouldn't load. Neither can i access my cpanel. What could be the problem. Seems the website does not open from some specific IPs.. because it opens easily from my friends computer who uses an IP different from mine.
