The answer isn't gonna be any different the it was on IRC. Until the communication issue between cPanel and account panel is sorted by higher admin, there's nothing anyone else can do. That higher admin is notified about the problem.

if you click the home link on the cPanel window that's shown inside the frame, it should re-load the page with cPanel in the full window (did on my test account, and it is reported to higher admins).
