The US has a lot of fast speed test servers. Though on my ISP I can test to any server in the world and get my exact speed I'm paying for or very close to it, the US servers tend to get lower latency I find as well, even though there is a server closer to me in another country than the New York...

One thing about stretching or shrinking sites, I suggest to leave pictures/images at their original resolution and not change their size unless you re-sample the image. Otherwise, it just doesn't look right.

I don't think browsing cPanel counts as bandwidth usage, as I've seen at other hosts (which were paid, I managed a few sites for some people) when someone maxed out their bandwidth, they were still able to get into cPanel but they couldn't do much. x10 might be set up a bit different though.
