My custon error pages work on my free account. Your .htaccess file (which points Apache toward your custom pages) might have gotten deleted or corrupted. If you could post it here, something might be found.

Try logging onto the account panel. Look on the left side and it will tell you your account details. Domain, username, etc. Make sure that they agree with what you think they should be. Right side has a link that will allow you to set/change the password for cPanel (not for the Forums).

Without seeing the code of the mailer, I can't say what it is doing (right or wrong). I assume you are using a CMS, which one?

Are you saying you get e-mails when the form is used? But you want to know if the site stores the comments so you can look at all of them at one time? If that is the case, most contact forms just send the email out and do not store the comments.
