403 Forbidden at my homepage/forum frotzi.exofire.net/forum.. Why?

I have a free hosting account, and I am trying to manage my homepage "frotzi.exofire.net", but when I need to wait for between 30sec - 2min for a page to load, that is just about pointless. Is it really that hard to have a free hosting account? Or is there something wrong with my account...
