I am upgrading to a paid account. Will my account be disabled for inactivity still?

I was wondering if anyone knew the best way to have a form submission emailed to me is? I have a simple form on my site, and when the user hits submit, I would like to have both of us emailed the results. I was able to achieve this earlier this year, using some feature here (sendmail...maybe?)...

I wanted to try an SSL Certificate earlier today, but for some reason the security tab on cPanel doesn't have the SSL/TLS option. Is there a way to get my CSR?
