If i were to switch to premium hosting, would my account keep saying high system resources and shutdown when i use wordpress? is it difficult to switch from free to premium? if i go to premium, will most email servers block my email as spam (which happens quite a bit now)

usually when it gets suspended, it immediately unsuspends... only seems to suspend when i'm working on my blog... is there any way to get it to stop suspending??

my email is working (as of now) if i login through cPanel and set it to "autoload" with squirrelmail, however, if I try to login manually, or with outlook, it says that the login failed, bc of a bad password. is this part of the server move issues?
