Unless you're heavily into graphics Photoshop should do the trick just fine. If you have patience you can make some animations in Image Ready that comes with photoshop. I've not used Fireworks too much so I can't be much more help than that.

You can connect your Paypal account to your WaMu checking account. That's what I do and then you don't need money in your Paypal account...it just takes it from your account for you.
