I just signed up with x10hosting after seeing it ranked so high among free php/mysql hosts. Also I noticed the feature list was rather extensive and restrictions were minimal. Sounds too good to be true. I'm about to find out I guess. I'm currently queued at 0 and hopefully I'll be online soon...
