Why has my account been suspended for what seems No Reason?

hi all, im trying to set up a script for my users to sign up to my website, which sends an automated email with a link to activate there acount.. but i cannot even test my scripts as all i get is Warning: mail() has been disabled for security reasons in /home/mikey121/public_html/signup_ac.php...

my site loads up but i cant login register and use any of the mysql pages... and the cpanel doesnt load either lol..whsts da problem ? lol
