I'm getting a forbidden message when trying to access 0755 files in my cgi-bin directory. The wiki said you disabled CGI, so does this mean you can't run any scripts?

I signed up a couple hours ago, and when I click on the link to confirm my address it brings me to a cpanel login. When I try to log in, it says it's "temporarily offline". I'm wondering if "temporary" means 1 week or a few hours? Thanks.
