php email forms are all failling. please fix this up

I need help with my php.ini file i think? im trying to have a php file send an email, but it will "work fine" but actually send any emails whatsoever.

hello, it says on our cpanel that 2/4 databases are taken up but when we try to add another, it says that we are at the maximum level and to contact support.
