403 error when trying to submit a form

Honestly I'm not really sure how to explain this so that it makes complete sense so if you have any ideas or questions, please post them!

I have a form on my website that uses bbcode, which works fine, except for when I try to have four or more links in the content section. More specifically, when "[url=http://" is used four or more times (just having links, without the "[url=", doesn't trigger the issue).
When I hit submit, I'm given a 403 forbidden error. I thought this might be because of security filtering, which can't be turned off in the .htaccess so I was wondering if anybody has any ideas or suggestions or anything.

That error usually means that you are trying to submit code that is tripping a [ mod_security ] rule

I explained further that it's a very specific set of text. Having links themselves doesn't trip it.
Edited the first post to clarify that just plain links are fine.

I am also experiencing this problem. It says


Forbidden
You don't have permission to access /dev/wp-admin/post.php on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
