I've tried chmod 777 on hello.cgi and all parent directories, and modifying the .htaccess under public_html and cgi-bin. Please assist.

cgi-bin (Perl and Python from the web) has been disabled on the Free servers due to abuse by some members.

Currently there is no estimate as to if or when it will be enabled again.
