The version of vBulletin you installed is not one from the vBulletin member's area; it's a very well known 4.2.2 "Nulled" release (also known as warez). If you feel the suspension is in error, you will want to file a dispute via the account panel, and make sure to include all details about your validly purchased license (including the license key) so we can verify it with vBulletin directly.
As a side note, the issue may have been directly related to the incorrect permissions set on the files/folders, or is occurring as a result of it not being a legitimate copy.
