50 users on FTP, and can't access cPanel!??

FTP gives me this error:

Status: Connecting to 74.86.133.219:21...
Status: Connection established, waiting for welcome message...
Response: 421 50 users (the maximum) are already logged in, sorry
Error: Could not connect to server

50 users!?!

Cpanel gives me this error:

Internal Server Error

The server is too busy to handle your request. Please wait a few minutes and try again.

cpsrvd/11.23.6 Server at ntech.elementfx.com

Any ideas?

It appears Stoli might be needing a reboot.
Normally when that happens the load is very high. I'm trying to contact a admin.

Stoli should be fully working now, this was solved quite a while ago .
