A question about the terms

Excuse me, I am planning to use a Chinese Community System. I knew that the TOS requested free hosting users to have English contents on their site. I would like to ask whether I can have the forum in English but it's administrator control panel in other languages. The system is in Chinese, it would take me a lot of time to translate the control panel into English.

If you abide by the other Terms Of Service (no proxies, chat boxes, links or discussion of warez, nulled scripts, etc ), the language won't be a problem.
