Acces database

Hi, im trying install a web interface with a db4free.net database but when I reload the page i get the error:

Database error: SQLSTATE[HY000] [2003] Can't connect to MySQL server on 'db4free.net' (110 "Connection timed out")

What I can do? I tried to use a x10Hosting's database but the external server cant connect to the MySQL database.

Remote database connections are blocked both incoming and outgoing. They won't be unblocked.
