accessing external mysql

Hi, I want to access an external mysql database (on another web server I work with). The external database is hosted on DreamHost. I think that all I need is the IP addresses to allow access to, but I've tried three different IP addresses, and it hasn't worked. 69.175.121.74, 208.43.202.204, and 67.228.168.189. Is there a different IP that I need to give access to?

For security reasons the remote mysql feature is disabled on x10hosting.

You can't connect to outside mysql from the scripts on x10
And also you can't connect to x10 mysql from outside scripts.

You can only connect to x10 mysql from scripts on x10.
