It would appear so. I appreciate that the loss of files/data may not be an insignificant thing to you, but the whole process takes a while to happen — your account would first have been suspended for inactivity, which takes a month after your last login, then terminated/deleted after a further three weeks if you did not unsuspend the account by logging in to the account portal. Free Hosting accounts are often abandoned, either due to disinterest or because the account holder had different hosting requirements than Free Hosting offers, and 50 days between logins (which includes the grace period) or Prime membership, which does not have a login requirement, is a fair test of the users' interest in keeping the account. Backups are not kept except for disaster recovery.
You are welcome to create a new account, though (provided that sign-ups from your location are allowed; some users, unfortunately, are unable to re-create their accounts because their country is currently blacklisted) and it appears that your old subdomain is available to you.
