Account Doesn't Work

My account has not been working for months now, and it seems that my previous support request has been closed even though the problem was never solved. Right now, I can access my Hosting Account Management page, where it says my account is unsuspended, but it also says I have 0 MB of free disk space, and I am unable to login to FTP or cPanel. I am using the correct password, and the "Login to cPanel" link on my Hosting Account Management page doesn't even work. My web pages (which were still online when this problem started) are all gone now and there's no way for me to upload them again. It seems my account has been moved around to several different servers recently, but it's currently on the "chopin" server.

If this problem cannot be solved, I would like to know how to completely delete my account so that I can make a new one using the same e-mail address and subdomain.
