In my case I've been hosting a german community forum with an english layout.

So of course, there's german language in it.
If this is against the terms of use, I want at least one day of accessibility to backup my database and files, or literally pack my stuff and go.

this is just great. this zero tolerance thing is like spitting on every faithful customer after noticing they didn't walk in the line.

The same rules do apply to everyone, and you did agree to them when you signed up for an account.

It's even stated in the TOS that it is a permanent suspension:

3. Languages
At this time x10Hosting only supports English, Spanish and French websites on free hosting, these restrictions do not apply to paid hosting. Sites found breaking this rule will be permanently suspended.
